SPAR MID WALES LEAGUE

R U L E S
 
1;0           This combination of Association Football Clubs shall be called The Mid Wales League, (incorporating “The Welsh National League – Central Wales Section”)and being affiliated in it’s own right to The Football Association of Wales, is for all purposes of interpretation herein-after referred to as “The Spar Mid Wales League”
 
2              CONSTITUTION
 
2;1           The affairs of the league shall be governed by a Management Committee consisting of a President,Life Vice-Presidents,Six Vice Presidents,Chairman,Vice-Chairman,Hon.Treasurer,
Hon.Secretary,Hon Referees/Appointments Secretary,and one member nominated from each member club..
2;2           The President shall serve for a maximum period of 3 years only.
2;3           The Central Wales Football Association shall appoint one member as their representative, and that person shall be a non-voting member of the Executive Committee.
2;4           No referee of the league shall act as a League Official, or Club representative.
2;5           An Emergency Committee consisting of three people including the League Chairman shall deal with all matters of urgency with full powers to act, and shall report their findings to the first available meeting of the Executive Committee.
2;6           An Extra-Ordinary Meeting can be convened by the Executive Committee upon a requisition signed by not less than two-thirds of the clubs representing the league.
 
3              MEETINGS
 
3;1           In all League meetings, four members shall form a quorum.
3;2           The Annual General Meeting shall be held not later than 30th June in each year. All members of the Executive Committee and each member club shall have one vote, but no member shall be allowed to vote on any matter appertaining to the club which he/she represents. In the event of the voting at any meeting of the League being equal, the Chairman will have a second and casting vote.
3;3           A minimum of 14 days notice of each meeting shall be given to all Clubs and league officials, along with notices of any rules changes.
3.4 . Clubs not attending meetings will be fined £10 for the first offence and doubled for each subsequent occasion thereafter , eg: £10, £20, £40
 
4              FEES:
 
4;1           The Annual Membership fee for each team will be 80 pounds.
4;2           Clubs withdrawing from the league without fulfilling all their fixtures shall be liable to a minimum fine of 300 pounds, plus reasonable re-imbursement expenses to the clubs concerned.
4;3           Clubs making application to join the league must make a special deposit of 50 pounds, which will be returned after the completion of the first season. Application must be made 28 days before the Annual General Meeting in each year.
4;4           If necessary, the committee may also order a match to be played each season, the proceeds to be devoted to the funds of the league, or call upon each club to contribute equally such sums as they deem advisable.
 
5              CONDITIONS OF PLAY;
 
5;1           All clubs must be affiliated to The Football Association of Wales, and all matches must be played under FAW rules.
5;2           Three points shall count for a win, and one point for a draw.
5;3           At the end of each season’s competition the club scoring the largest number of points shall be declare the League Champions, but if two or more clubs are equal on points the winner shall be declared on goal difference. In the event of the goal difference being equal, the winner shall be the club which has scored the most goals. If two or more clubs have the same points, goal difference, and scored the same number of goals, then the club winning the most games shall be declared League Champions. If all the above shall be equal, then a play-off shall be arranged,(with extra time and penalties if needed) on a neutral ground, to decide the League Champions.
5;4           All clubs must have a telephone number of a club official available to all Club Secretaries and League Officials.
5;5           A club canceling a fixture without authority from the League Secretary shall have three points deducted, and be fined a minimum of 50 pounds.
5;6           The duration of a match is 90 minutes.
5;7           Each club shall register it’s colours with the League Secretary. No two clubs shall play each other in the same colours. In the event of any two clubs registering the same colours, the VISITING team must make a change when required. All players (goalkeepers excepted) must turn out in the registered colours of their club, otherwise the club or clubs will be liable to a fine.
5;8           The goalkeeper shall play in colours distinct from the other members of BOTH teams.
5;9           All teams should have distinguishing numbers on shirts. Penalty for infringement of this rule is 25 pounds.
5;10         Any team refusing the referee’s instruction to start, or continue the game, and any club, or official, found to have encouraged or instigated such conduct shall be dealt with by the League Executive Committee.
5;11         Clubs shall hand copies of a list of players taking part in the game (including the names of a maximum of five nominated substitutes but only play three (as per laws of the game)), to the referee, and a representative of their opponents, in the referee’s dressing room at least 30 (thirty) minutes before the official time of kick-off. Any club failing to carry out these provisions will be fined a sum not exceeding 10 pounds, at the absolute discretion of the Executive Committee.
5;12         Players shirts shall be clearly numbered in accordance with the list given to the referee before the match, and there shall be no change of numbers during the match, except for a change of goalkeepers. The penalty for any infringement of this rule is 25 pounds.
5;13         Any player selected to play in any match arranged by this league, and failing or refusing to play, shall, in the absence of a good and sufficient cause be judged to be guilty of misconduct.
5;14         Games may be played under floodlights, if required by the League Secretary
5;15         All member clubs should ensure that they are adequately covered by public liability, and player insurances.
5.16         League fixtures shall not be postponed unless the date selected becomes a specified cup-tie date of the Welsh FA Youth Cup Competition, and one of the clubs is involved in that competition
5.17         Fixtures can only be called off due to weather problems by an official referee, and the club should send a completed cancellation form, signed by the referee, to the league secretary within 3 days. The League secretary shall supply forms for this purpose to all clubs.
 
6;0           SUBSTITUTES
 
6;1           A club may, at it’s discretion, use three substitute players for any reason (injury or otherwise) except to replace a player who has been suspended from the game by the referee. The substitution can only be made when play has stopped for any reason, and the referee has given permission.
6;2           Only three substitutions by each side will be permitted in any one match, and the substitute players shall be nominated prior to the game. In the event of a substitute player being used, please insert his full name and address on the team sheet, as well as the original player.
 
7;0           WITHDRAWAL;
 
Any club desirous of withdrawing from the league at the end of the current playing season shall give written notice of such intention before the 30th April in any season.
 
8              REGISTRATION OF PLAYERS
 
8;1           Players shall register for one club only in the league, and shall sign on for a club on a form to be obtained from the League secretary
8;2           The cost of each registration form is 100 pence.
8;3           Club secretaries must ensure that all particulars on the Registration Form are correctly filled in, in ink, by the player registered, and the player’s signature is properly witnessed. Any form not so filled in will not be valid.
8;4           The League Secretary must receive Registration Form(s) before 5pm on the last working day prior to the match in which the club wish the player to participate..
8;5           Any player signing forms for more than one club in the league shall be deemed to be registered for the club for which he was first registered by the league secretary.
8;6           Players for next season 2008/09 can only be signed during the following periods :
July 4 to September 28,2008 and also January 1 - January 31 2009..
8;7           A player signing more than one registration form, or a club knowingly inducing a player to sign more than one form, shall be dealt with by the Executive Committee.
8;8           A player under contract, in addition to being registered by The Football Association of Wales, must register on League Registration forms.
8;9           It shall be the duty of the League Secretary to report to the ensuing committee meeting any cases in which ineligible players have been played.
8;10         The registration of a non-contract player can only be terminated by the following procedure;
By mutual written consent of the club and the player at any time during the season.
No player shall be permitted to register for another club within the same league until a period of 28 days has elapsed since the date of cancellation
A de-registration fee of 15 pounds will be charged. Any transfer fee applicable will be 10 pounds..
The amount of time for a club to speak to a player on the expiry of a seven day notice of approach is fourteen day. A club may now approach another club for a player every twenty-one days.
 Seven days notice of approach must now expire within a recognised registration period of the club providing the notice of approach.
 
 
9              TRANSFERS;
 
9;1           All transfers must be carried out in accordance with the relevant rules of The Football Association of Wales.
9;2           A fee of 10 pounds is payable, and official registration and transfer forms supplied by the FAW must be used.
9;3           Any player transferred must be re-registered to the club to which he is being transferred.
9;4           The fee for players granted a second, or subsequent transfer during a season is 20 pounds.
9;5           No player shall be permitted to transfer to another club within the league, until a period of 28 days has elapsed from his registration date.
 
10            REFEREES
 
10;1         Referees appointed to control games in the league must be registered with The Central Wales Football Association.
10;2         Fees for each match shall be 21 pounds.
10;3         A traveling allowance of 32p per mile, shall be paid to referees. In no case shall referees receive more than this amount in addition to the above fee.
10;4         Maximum traveling expenses allowed is 40 pounds.
10;5         Assistant Referees for all matches shall be appointed by the League Referees/Appointments secretary.
10;6         Assistant Referees fee is 16 pounds.
10;7         Officials fees should be paid in the dressing room immediately after the game
10;8(a)    In the case of inclement weather, only an official referee of the league shall decide whether the ground is fit to play. The match referee or league official may arrange for a local Class A referee to inspect the pitch and give his report.
10:8 (b)   In the case of a fixture postponed under the terms of rule 10:8(a) The home club shall ensure that a “Cancelled fixture Notification Form” is completed, and signed by the inspecting referee, and also a club official, and sent to the League Secretary within 3 days.
10.8 © In inclement weather where there are doubts regarding the fitness of a ground, clubs must arrange for a ground inspection between 9.30am and 10.00am on the day of the match
10;9         It is the responsibility of the home club to ensure that the League Secretary, and the Referees Appointments Secretary and away club, together with the match officials are made aware of any postponement.
10;10       If conditions are such to prevent a club from traveling, a signed statement from a responsible authority (A.A., R.A.C.,or POLICE) should be obtained and forwarded to the League Secretary with an official report.
10;11       In the event of appointed officials not attending a match, the two captains can agree in writing, to appoint a referee on the ground at the time, and such referee shall be considered a league referee for the time being.
10;12       The Secretary of the league shall fix the times of kick-off.
10;13       Referees must report to the League Secretary results of the matches played, and the time of kick-off, within two days of the match being played. Referees failing to comply with this rule shall be fined not less than 10 pounds.
10;14       The Referee must report any club or clubs who have caused the Kick-off to be delayed, Also in the case of his late arrival at the match.
10;15       A Referee being unable to accept a league appointment must immediately acquaint the Referees Appointment Secretary, who shall have power to appoint a substitute, and also inform the home club of the change.
10;16       Any club found guilty of delaying the start, or re-start, of a match shall be reported by the referee to the League Executive Committee, who shall fine the offending club at the rate of one pound per minute.
10;17       Clubs marking a referee less than 5 must submit an explanation letter to the League Secretary with the team sheet.
 
 
11            MATCH RESULTS
 
11;1         Home Club Secretaries must notify the result of the game to the League Secretary by telephone within 15 minutes of the end of the game. Clubs failing to comply with this rule shall be fined not less than 10 pounds.
11;2         Club Secretaries must send by post/email the written result of the match to the League Secretary within 48 hours of the game, together with the names and registration numbers of players of their own team. Clubs failing to comply with this rule will be fined not less than 10 pounds per offence.
11;3         A fine of not less than 10 pounds shall be inflicted for the sending in of a false name.
 
12           GROUNDS;
 
All grounds must be clearly marked in accordance with the laws of the game.
All games must be played to the rules of the Football Association of Wales and each club shall take its own match receipts.
The playing area shall be between 105-120 yards in length and between 65-90 yards in width or the metric equivalent.
The playing area shall be fenced off to a good standard on all four sides of the pitch at least two yards from the touch and goal lines and the dugouts.
All clubs shall provide covered accommodation for a minimum of 50 spectators.
All clubs shall provide separate covered accommodation for trainers, managers and substitutes in close proximity to the playing area.
There must be good and separate changing facilities for each team.
There must be good and separate shower facilities for each team.
Match officials must have their own separate and adequate changing, shower and toilet facilities.
All clubs shall provide separate and adequate toilet facilities for spectators.
 
13            FIXTURES
 
13;1         League Fixtures shall be drawn up by the League Secretary. In the event of a draft set of fixtures being created for the season, or any part of the season, these will always be subject to change as the season progresses.
13;2         Clubs must be prepared to play such fixtures from the first Saturday of the League season, and also play mid-week evening fixtures
13;3         Clubs may however, mutually agree to play such evening fixtures at an alternative time and date provide application to do so is made to, and permission is obtained from, the League secretary.
13;4         Clubs must play their home fixtures on their registered ground. Permission to play on any other ground must be obtained from the League Secretary or the League Executive Committee
13;5         In times of inclement weather, ground inspections must be made at 10.a.m on the day of the game.
13;6         In the event of a game being called off due to adverse weather conditions, the traveling club should be notified not less than three hours before the scheduled kick-off time, (see below for more details).
13;6         Should any club not complete it’s fixtures, the points involved in any such club games shall be deleted from the league table.
 
14            ACCOMODATION;
 
14;1         It shall be the duty of the home club to provide free and separate dressing room accommodation for the visiting team, and the match officials.
14;2         The dressing rooms are to opened at least one hour before the match.
 
15            PROTESTS,CLAIMS AND COMPLAINTS
 
15;1         All protests, claims or complaints shall be lodged with the league secretary within three days of the date of the match or occurrence, excepting those relating to grounds, which must be lodged with the referee before the commencement of the game.
15;2         Every protest, claim or complaint must be accompanied by a deposit fee of 20 pounds, and shall be heard and determined by the League Executive Committee.
15;3         The findings and decision of the League executive Committee shall be final and binding, and can only be over-ruled by a commission of The Football Association of Wales.
 
16            PLAYING AN INELIGIBLE PLAYER
 
16;1         Any club playing an ineligible player shall have three points deducted from it’s record for each offence, and be liable to a fine not exceeding 200 pounds.
16;2         The Executive Committee may also at it’s discretion
                a)Have the game re-played on a date and time at it’s discretion
                b) Have the gate money in the re-played game distributed at it’s discretion.
 
17            OFFICER’S RESPONSIBILITIES
 
17;1         The President, Chairman, Hon Treasurer, Hon Secretary, Hon Referees Secretary shall be responsible for the safe custody of all cups, monies and property of the league, and shall deal with same as instructed by the League Executive Committee, excepting that when clubs receive the various cups from the league, those clubs shall be responsible for the safe custody of the relevant cup(s), and shall return them to the league in good order and sound condition when requested.
17;2         The league funds shall be banked in the name of the league, and all cheques signed by any two of the Chairman, Secretary and Treasurer.
 
ALTERATION TO RULES
 
18;1         No alteration shall be made in these rules except at the Annual General Meeting., or any Special General Meeting, and at least 21 days notice must be given to the League Secretary of any proposed alteration or addition, the same to be forwarded to clubs at least 14 days clear of the meeting.           
 
19            GATE MONIES
 
19;1         The Gate Money collected at all league matches shall belong to the home club.
19;2         The home club shall be responsible for the printing, posting and advertising expenses
 
20            MISCONDUCT
 
20;1         Misconduct of Players, Officials, Spectators etc, shall be reported by the referee to The Football Association of Wales
 
21            FINES
 
21;1         All fines imposed by the League Executive Committee must be paid within 14 days of notice being given to the club, unless an appeal is lodged.
 
22            APPEALS.
 
22;1         Notwithstanding anything contained in these rules to the contrary, Clubs, Players and Officials aggrieved by any decision of the Committee shall have right of appeal to The Football Association of Wales.
 
23            ATTENDANCE AT MEETINGS
 
23;1         In the event of any Official, or member of the Executive Committee (not including Life Members) not attending three consecutive meetings, He/She will be deemed to have vacated his/her position, and a replacement shall be appointed by the Executive Committee.
 
24            SUMMER CUP FINAL
 
24;1         The Summer Cup Final will be played at the start of each season between the previous season’s League Winners, and Cup Winners.
24;2         It shall be played on the ground of the League Winners where possible
24;3         In the event that the same club won the League Championship and also the League Challenge Cup, then the Challenge cup winners will play the League Runners-up.
24;4         If a draw at the end of 90 minutes, No extra time will be played, The match shall be decided by the taking of penalty kicks.
 
25          EXECUTIVE COMMITTEE - JURISDICTION
 
25;1         The Executive Committee shall have jurisdiction over all matters appertaining to the league, whether specifically provided for in these rules or not.
25;2         The Officials of the Executive Committee shall have free access to any part of any ground during the progress of a League game.
 
26            PROMOTION TO THE MID WALES LEAGUE .
 
26;1         See FAW Pyramid Regulations below for details.
 
.27           PRIZE MONIES;
 
27;1         The following prize monies will apply;
                                LEAGUE CHAMPIONS      -               250 POUNDS
                                LEAGUE RUNNERS-UP                     100 POUNDS
 
28;           FA OF WALES REGULATIONS FOR THE PYRAMID STRUCTURE.
 
1;             OBJECTIVES;
 
                The objectives of the Pyramidal League Structure in Welsh Football are:
To provide clubs within the Directly Affiliated leagues with a level of competitive football appropriate to their playing standards, ground facilities, and economic means.
To permit the seasonal movements of clubs between Directly Affiliated Leagues and/or the Area Associations, in accordance with 1(a) and in an orderly manner.
Below the Directly Affiliated Leagues the responsibility for a Pyramidal League System is that of the Area Associations.
 
 
 
 
 
2;             LEAGUE STRUCTURES;
 
The Pyramidal Structure for Directly Affiliated Leagues shall be determined by the FAW. Each League, and it’s divisions, will be placed at a given level in the system, with the Football Association of Wales at the head.
No League shall be incorporated in the structure, except at the direction of the FAW.
The FAW will control the Pyramid Regulations down to the lowest leagues of the Directly Affiliated Leagues. Below this level the operation of the Pyramid Regulations will be the responsibility of the appropriate Area Association. No League under the direct control of FAW shall change the number of it’s divisions without permission of FAW.
Divisions operating under the Pyramid Regulations shall contain no more than 18 teams unless prior approval has been granted by the FAW. This approval shall be for one season only. A club withdrawing from a league shall not be permitted to re-enter at a higher level than two divisions below it’s existing level, unless a league below does not have a maximum number of clubs.
Every league in the Pyramid shall conform with the decisions of FAW as laid down from time to time.
No clubs shall have teams in adjacent levels of the FAW Pyramid structure for Directly Affiliated Leagues. Clubs will be able to operate another team in the highest level of the leagues controlled by Area Associations even when they operate in a Directly Affiliated league.
 
3;             PROMOTION / RELEGATION .
There shall be automatic promotion and relegation between the different levels of the Pyramid and between the lowest levels of the Directly Affiliated Leagues and the Area Associations, where clubs concerned meet the necessary criteria, as approved by FAW.
The criteria for promotion to a Directly Affiliated League shall be approved by the FAW. The criteria for promotion within the Area Associations shall be the responsibility of the Area Associations. No Directly Affiliated league or Area Association will be allowed to operate a criteria which is more stringent than the tier of the Pyramid that they feed into.
 
No additional reserve teams shall be admitted into the FAW Pyramid structure.
The number of clubs to be promoted and relegated within the FAW Pyramid Structure for Directly Affiliated Leagues shall be approved by the FAW in liaison with the directly affiliated leagues.
 Where the number of contributory leagues at any level is greater than the league into which it feeds, the clubs promoted shall be determined according to the following process;
1)             each club shall be the champion club of it’s league, or the runners-up in the league if the champion club declines, or is unable to be promoted.
2)             Where the number of clubs eligible under (3.e.1) is reduced to the exact number of promotion places, then promotion shall be automatic.
3)             The number of clubs promoted to a Directly Affiliated league should equate to the number of clubs relegated from the Directly Affiliated league unless this leads to a reduction in the number of clubs in the Directly Affiliated league. In this instance a reduction in number of clubs being relegated may be considered to maintain the level of clubs in the Directly Affiliated league.
No league shall promote a club which does not finish as champions or runners-up except with the specific approval of FAW.
Directly Affiliated leagues and Area Associations must inform both the FAW and each other by 31st December each year of clubs that are desirous for promotion at the end of the season, irrespective of league positions at that date.
4)             All Clubs who wish to be considered for promotion in the following season must meet the criteria of the superior league by April 30th to be considered.
5)             Any club proposing ground sharing arrangements must provide written confirmation by April 1st through their League or Area Association. This agreement must satisfy the superior league, and must be for a minimum of one season. Any club entering into a ground sharing arrangement for one season, and being promoted on that basis, will automatically be relegated after one season if they are unable to continue the agreement and are unable to confirm their facilities for the following season by April 1st.
6)             The inspection of clubs facilities is the responsibility of the league to which the club will be promoted. That body is solely responsible for ensuring that it complies with the criteria of the superior league. Any league which carries out their own inspections on clubs proposed for promotion does so at it’s own expense.
7)             Leagues and Area Associations must advise the FAW and each other within 7 days of the conclusion of their fixtures, the name of the club they are nominating for promotion. This club must be on the list of clubs forwarded by December 31st and must comply with Pyramid Regulation (3.f)
8)             Leagues and Area Associations must advise FAW and each other within 7 days of the notification of promotion that the club has been accepted for promotion, and provide details of clubs (if any) that will be relegated as a result of this promotion.
 
JOINT LIAISON COMMITTEES.
 
The committee shall discuss matters of policy relating to ground criteria and promotion and relegation issues common to the particular leagues.
The Committee shall consist of two representatives of each league, and one representative of the Area Associations involved where appropriate. The FAW will send an independent representative if requested. The Chair at the meeting shall be taken by a representative of the senior league.
The senior league shall decide if a meeting is to be held and must provide 14 days notice of any meeting, together with the date and venue, along with a copy of the agenda, specifying the business to be considered. All Joint Liaison Committee meetings deemed necessary will be held in February and/or May.
The expense of holding meetings shall be shared by each league. The representatives expenses shall be met by their own league.
The FAW shall be responsible for proposals to make boundary adjustments.

The League Executive Committee will keep the above list of referees under constant review.
Only Class “A” Referees qualify for the above list.
Officials appointed to games should arrive at the ground 45 minutes before kick-off. 
Officials are requested at all times when practicable to travel in one car.  
Match Officials must reply within four days to communication received regarding appointments.
Match results must be posted not later than 48 hours after the game, together with copy of any misconduct reports forwarded to The Football Association of Wales.
Late starts, teams starting games short of players, also late arrivals of Officials, must be reported.
 
Cancellation of Fixtures.
 
Procedures are as follows :
 
a) The Home club should contact the League Secretary if the fixture is in doubt
The League Secretary will advise the Home club of the necessity or not of calling in a class “A”referee to carry out an appropriate inspection
The Home club will be supplied with an appropriate pro-forma for the referee to complete in the case of a postponement
The Home club to inform the Away club, the Secretary and the Appointments Secretary of the postponement
 
All of the above needs to be done by 9.30am for Saturday matches or not less than three hours before the Scheduled Kick-Off time for midweek games.
 
 
LEAGUE CHALLENGE CUP RULES
 
1.0           The Cup is for annual competitions and is confined to clubs who are members of the league. The entrance fee for this competition shall be £5
 
2.0           ELIGIBILITY
 
2.1           The members of each team may be changed during the series of matches if thought necessary, but (a) no individual shall play for more than one competing team during the season, and (b) he must be a playing member of the club with which he proposes to play.
                2.2           A playing member is one who has registered on a league registration form for a club in the present season 
                                    before 5pm on the last working day prior to the conference date of the competition
2.3           In the case of postponed matches only those players shall be allowed to play who are eligible on the date originally fixed for the completion of the round
2.4           A club may, at it’s own discretion, use three substitute players from a total list of five for any reason (injury or otherwise) except to replace a player who has been suspended from the game by the referee.
2.5           The substitution can only be made when play has stopped for any reason, and the refereee has given permission.
2.6           Only three substitute players from a list of five by each side will be permitted in any match, and the five substitute players shall be nominated to the referee prior to the commencement of the game.
2.7           In the event of a substitute player being used, his full name and address should be inserted on the team sheet, as well as the original player.
2.8           No player who has attained the age of 19 years shall play in this competition if he has already played in a cup competition of a more senior league during the present season
 
3.0           BYES;
Byes shall be drawn at the discretion of the Executive Committee.
 
4.0           COMMUNICATION;
 
4.1           Every club playing in this cup competition must, not less than seven days before the match, send to the secretary of the opposing club, a list of players , giving the full name (Christian and Surname), and the addresses from which the team for such match will be selected, and no objection to the qualification of any player mentioned in such a list shall be entertained unless notice of objection, stating particulars, is given within two days (Sundays excepted) after the conclusion of the match.
4.2           Any club sending in a list containing the name of a player who is ineligible shall be dealt with for misconduct.
4.3           In all matches, if a draw at the end of 90 minutes, an extra 15 minutes each way will be played. If still a draw at the end of this extra time, the game will be decided by the taking of penalty kicks, as per the international penalty kicks procedures.
4.4           No club shall be allowed to scratch from any round unless notice has been given to the Secretary of the League before the draw is made for the round in question.
4.5           In the event of any club failing to play a League Cup Match when ordered to do so, they may be adjudged to have lost the match, and dealt with by the League Executive Committee for misconduct
           Fines for late starts shall be similar to those for league matches
 
 
 
 
 
5.0           MATCH ARRANGEMENTS;
 
5.1           The secretary of each competing club must, within two working days after the day of the match (Sunday excepted) send to the Secretary of the League, on forms provided by him, notice of the result, in writing, together with the full names and addresses of the players in each team. Secretaries failing to comply with this rule shall be dealt with for misconduct
5.2           Unless otherwise mutually arranged, the club which is in each instance drawn first in the ballot, shall have choice of ground.
5.3           Except by mutual consent it shall not be allowable for a club to select any ground, other than that upon which they are accustomed to play.
5.4           In the event of any two clubs registering the same colours, the away team to change.
 
6.0           ELIGIBILITY
 
6.1           All questions of eligibility, qualification of competitions, or interpretation of the rules or Laws of the Game, shall be heard and determined by the League Executive Committee.
6.2           In the event of a member of the committee being from a club involved in the question, said member shall not be present at the League Committee whilst such dispute or protest is being considered.
6.3           All protests,(and two copies thereof), shall be lodged in writing with the league Secretary within two days (Sundays excepted) of the date of the match, except those relating to the grounds, which must, (in the first instance),be intimated to the referee before commencement of the game, and lodged with him in writing before he leaves the ground.
6.4           All protests must be accompanied by a deposit fee of £20, which sum may, at the discretion of the Executive Committee, be forfeited in the event of such protest not being sustained.
6.5           The findings and decisions of the Executive Committee can only be overturned by The Football Association of Wales.
6.6           In the event of any player being found ineligible, the club playing him must be adjudged to have lost the match.
6.7           Any club leaving the ground before expiration of the game must be adjudged to have lost the match, and shall be liable to be dealt with by the Executive Committee for misconduct.
 
6.8           In Cup competition matches, with the exception of the semi-final and final ties , the proceeds of the gate, including any permanent stand receipts, after paying printing, postages,and advertising ( the total of same not to exceed £5, except by mutual arrangement), police charges, referees fees and expenses, reasonable charges for floodlights to the maximum of £25, shall be equally divided between the two clubs immediately after the conclusion of the match.
6.9           In the semi-final ties, the Executive Committee shall first deduct the same expenses as set out above, and the usual fee of 10 per cent for use of the ground. The League committee shall then divide the residue of takings equally between the League and the two competing clubs.
6.10         In the final, after all the expenses as set out above have been deducted, the net gate will be retained by the league.The Executive Committee shall, in addition to the Cup, present Miniature cups or medals to the winning players, and if funds allow, miniature cups or medals to the other finalists.
6.11         It shall be the duty of the home club to provide free dressing room accommodation for visiting teams and referees.
6.12         The final tie shall be played on a neutral ground, the final being of one match only, if necessary, 15 minutes each way extra time will be played, followed by the taking of penalty kicks to decide the winners.
 
7.0           PRIZE MONIES
 
7.1           The following prize monies will apply to this Challenge Cup Competition;
WINNERS;           £150
RUNNERS-UP      £100
 
8.0           AUTHORITY
 
8.1           Notwithstanding anything contained in these rules to the contrary, Clubs,Players, and Officials aggrieved by any decision of the Executive Committee shall have the right to appeal to The League Executive Committee, and thereafter to The Football Association of Wales.
8.2           Misconduct of Players, Officials, Spectators, etc, should be reported by the referee to The Football Association of Wales. Players under contract guilty of misconduct must also be reported to The Football Association of Wales.
8.3           The Executive Committee shall have jurisdiction over all matters appertaining to the League Challenge Cup Competition, whether specifically provided for in these rules, or not.
